Understanding the student rental guarantee : definition and how it works

Traditionally, this guarantee is provided by a personal guarantor, often your parents. But when that isn’t possible, or if you’re an international student, the process can quickly become complicated. The Visale guarantee: the scheme that replaced CLÉ
Historically, students could benefit from the CLÉ (Caution Locative Étudiante) scheme, managed by CROUS. Created in 2013 and replaced in 2018 by the Visale guarantee, it provided a solution for those without a personal guarantor.
However, CLÉ no longer exists in that form, having been gradually replaced by the Visale guarantee. So if you still hear about CLÉ, it refers to an older programme that is now covered and improved by Visale.
The Visale guarantee is a free state-backed solution provided by Action Logement, which acts as your guarantor with your landlord. It guarantees payment of rent and service charges to the owner if you face difficulties, throughout the lease. If a monthly payment isn’t made, Visale pays it and then seeks repayment from you.
💡 Good to know: Don’t confuse the rental guarantee with the security deposit. The security deposit is a sum of money you pay when you sign the lease, usually equal to one or two months’ rent (excluding charges). It covers potential repair costs when you move out and is returned if the exit inventory matches the entry inventory. The guarantee is the promise to pay if there is an issue with rent.
Visale guarantee: what changed in 2026
Like every year, the scheme evolves. In 2026, several updates are worth noting before you prepare your application.
First change: the duration of coverage. Previously, Visale supported you for the entire lease term. Now, the guarantee mainly protects your first years in the home. This is when financial difficulties are most common: moving, first job, end of studies. In the private sector, coverage lasts for 36 monthly payments. After that period, you are not blocked. You can renew your guarantee if you still meet the conditions.
Second update: renting a room in a senior’s home. Visale is testing an option that helps young people rent from people over 60. Someone under 30 can rent a room in a senior’s home with guaranteed rent. You get cheaper housing and both sides benefit from reduced isolation.
Last point: eligibility rules are becoming more flexible. Seasonal jobs are easier to cover. You no longer need to justify geographic mobility. And the scheme is opening to more employees over 30, thanks to an increased income threshold.

- Students and work-study learners: You must be a student, apprentice, or work-study learner, whatever your programme (university, school, BTS, etc.), even with no income.
- Age: You must be under 31. The scheme may also apply if you are an employee on mobility or if you earn less than €1,500 net per month.
- Rent amount: Your rent (including charges) must not exceed a certain cap. In Île-de-France: €1,500. In the rest of France: €1,300.
- Lease: The scheme applies to leases for your main residence.
- Visa: If you are an international student with a study visa, you can apply for the Visale guarantee.

A rental guarantee is one thing, but paying the rent each month is another. Other benefits can help reduce your budget. They can be combined with the Visale guarantee and are managed by the CAF (Caisse d’Allocations Familiales).
Personalised Housing Assistance (APL)
APL is one of the best-known housing benefits. It is calculated based on your income, rent amount, and housing type. You can run a simulation on the CAF website to estimate what you may receive.
Registration is done online, and you’ll need to provide information about your lease, rent and charges, and your income.
💡 Tip: If you live in a flatshare, each tenant can apply for APL separately. The benefit is calculated individually based on each person’s share of the rent.
Loca-Pass advance
This is an interest-free loan that helps you pay the security deposit required by your landlord. It’s useful if you don’t have the cash to front that amount.
Eligibility and conditions include:
- Who? Under-30s (work-study learners, apprentices, students in training) and private-sector employees outside agriculture, with no age limit.
- Amount? Up to €1,200, interest-free, repayable over up to 25 months.
- Deadline? Apply within 2 months of signing the lease, online via Action Logement.
Housing Solidarity Fund (FSL)
For more complex situations, the FSL can provide grants or loans to deal with housing-related difficulties (late payments, moving costs, etc.). It is a social support scheme.
Rent guarantee insurance (GLI)
GLI is an insurance policy the landlord can take out to protect against unpaid rent. The landlord pays for it, not you. If there’s an issue, the insurer reimburses the landlord and handles legal steps if needed. The downside is that to accept you, the owner will usually require proof of income equal to 2.85 to 3 times the rent. As a student, that’s often hard to meet. The Visale guarantee is usually your best ally.
CROUS grants
If you receive a CROUS grant, you can benefit from monthly financial support that can help cover part of your rent.
Private guarantor services
Other guarantor options exist, such as Garantme, a well-known service widely used by students.

⚠️ The Visale guarantee does not exempt you from paying rent. If you run into difficulties, you will have time to reimburse Action Logement. It’s essential to stay organised and pay your rent each month.
End of lease : how to get your deposit back
Your year is over and you’re moving out? It’s time to recover your security deposit. Everything depends on the check-out inventory: if you return the home in the same condition as when you moved in (normal wear and tear aside), you get it all back. Otherwise, the landlord may keep part of it, but they must justify each deduction with quotes or invoices.
As for deadlines, French law is clear: your landlord has 1 month to return the deposit if the inventory is clean, and 2 months if damage is noted. The clock starts when you hand back the keys. If the landlord goes past these deadlines, you can claim a penalty of 10% of the monthly rent (excluding charges) per month of delay. In case of a dispute, you can send a formal notice by registered letter, then contact a justice conciliator for free.
💡 Tip: Take photos of every room on the day of the check-out inventory. It’s excellent evidence in case of a dispute. And never stop paying rent thinking the landlord already has your deposit: that’s not allowed.
